Universal Service Fund Compliance
The Firm has substantial experience representing diverse providers with respect to the FCC's Universal Service Fund (USF) obligations, as well as NANPA, TRS, and LNP assessments. These providers include long distance resellers and facilities-based carriers, wholesale service providers, prepaid card providers, wireless providers, Mobile Virtual Network Operators, conferencing providers, international service providers, local service providers, and interconnected VoIP providers, among others. The Firm has helped hundreds of clients in obtaining Filer 499 IDs and timely filing of
FCC Forms 499-A and 499-Q. The Firm has also provided numerous clients with specialized USF compliance strategies, from guidance for revenue reporting on FCC Forms 499 to detailed analyses to ensure that USF contributions are accurate and no more than they need to be. In addition, we have assisted clients with implementing
USF exemption certificate strategies, including drafting exemption certificates customized to each service providers' unique customer bases. We routinely handle FCC, USAC, and state public utilities commission audits and disputes regarding USF, along with a wide range of USF enforcement matters before federal and state regulatory agencies.
