Cheng-Yi Liu, Staff Attorney

Professional Background

Cheng is a Staff Attorney who joined the Firm in May 2007.  He handles legal and regulatory matters for various types of clients involved in the communications industry, including prepaid calling card providers and distributors, wholesale telecommunications providers, Mobile Virtual Network Operators (“MVNO”), long distance providers, wireless providers and licensees, and Voice over Internet Protocol (VoIP) providers, among others.  He has regular interaction with the Federal Communications Commission (“FCC”), Universal Service Administrative Company (USAC), US Department of Justice (DOJ), US Department of Homeland Security (DHS), and various state public utility commissions.

 

His recent work experience includes: assisting clients in preparing and filing FCC Forms 499-A and 499-Q; advising clients on general and complex USF compliance strategies; analyzing and drafting service (carrier, agent, distributor, etc.) agreements; assessing and drafting wireless MVNO agreements; assisting clients regarding compliance with Communications Assistance for Law Enforcement Act (“CALEA”) regulations; preparing CALEA System Security and Integrity Plans; advising clients regarding FCC/State transfer of control requirements; preparing FCC Section 214 authorization applications and assisting clients with the Executive Branch review process of such applications; assisting clients with responding to slamming complaints; preparing sales and third party verification (TPV) scripts; assisting with ongoing relocation and band transition issues for wireless service providers and EBS licensees; acquiring industry codes for telecommunications providers; and preparing applications and tariffs for filing with state public utility commissions, among other things. 

 

He graduated from Indiana University School of Law - Bloomington in May 2006.  While in law school, Cheng spent a summer as a legal intern for the Indiana Office of Utility Consumer Counselor (“OUCC”) where he assisted in drafting an OUCC policy guide for handling ratemaking issues before the Indiana Utility Regulatory Commission.  Prior to law school, Cheng worked as a computer support representative for a large computer company and also as a project engineer for a national telecommunications provider.
