Professional Background

Cheng is a Partner with the Law Offices of Thomas K. Crowe, P.C.  He handles legal and regulatory matters for various types of clients involved in the communications industry, including wireless providers and licensees, prepaid calling card providers and distributors, wholesale and retail telecommunications providers, Mobile Virtual Network Operators (MVNOs), long distance providers, and Voice over Internet Protocol (VoIP) providers, among others.  He has regular interaction with the Federal Communications Commission (FCC), Universal Service Administrative Company (USAC), US Department of Justice (DOJ), US Department of Homeland Security (DHS), and various state public utility commissions.

He graduated from Indiana University School of Law - Bloomington (Maurer School of Law) in May 2006.  While in law school, Cheng spent a summer as a legal intern for the Indiana Office of Utility Consumer Counselor (OUCC) where he assisted in drafting an OUCC policy guide for handling ratemaking issues before the Indiana Utility Regulatory Commission.  Prior to law school, Cheng worked as a computer support representative for a large computer company and also as a project engineer for a national telecommunications provider.
